As one of the Larkspur Ferries passes the northern tip of Angel Island one hazy morning, we see the boat on which the hermit scofflaw lives. He has figured out the exact spot where Marin, Contra Costa, San Francisco and Alameda Counties come together in the Bay and dropped anchor. He gets around the requirement that he cannot drop anchor in any one spot of the Bay for more than 48 hours by letting the boat pivot around the anchor line, thus he can be in all four counties during the course of the day. That is Sausalito and Tiburon in Marin County in the background.
