Not visible in the photo is the extraordinarily heavy traffic on the Golden Gate Bridge due to the closure of the San Francisco-Oakland Bay Bridge. Metal fatique caused the failure of some structural components on the Bay Bridge, causing its closure. With more than 280,000 cars a day using the Bay Bridge, its closure had a horrific effect on travel to and from San Francisco.

I think if everyone would swim back and forth, instead of taking the bridge, the bridge closing from over-use would have never happened. But that's just me. Cheers!
